


Supported Employment Training for Persons with Disabilities



Service Mission and Goal
- To enhance the employability of persons with disabilities through vocational training; and
- To provide incentives to encourage employers to offer jobs to persons with disabilities to try out their working capabilities.
Service Highlights
1. Employment Counseling and Work Skills Training
-
- Arrange job placement, such as job analysis and job matching;
- Provide support services including employment-related skills training, on-the-job coaching and supervision, job-related guidance and advice to the members, their family members and the employers;
- Provide support services to members matching with the changing needs of the labour market and the economy; and
- Provide allowance-generating work skills training (training allowance is in general calculated according to the kind of job training and the trainees’participation).
2. Job Attachment

- The service unit will arrange job attachment for each member. During the job attachment period, which is not more than 3 months, the members who can fulfill the required attendance will have the job attachment allowance of $2,000 per month. There is no employer-employee relationship between members and organisations that provide job attachment opportunities; and
- After completing the job attachment, the members will be assisted to find suitable job or job trial in the open market.
3. Job Trial

- The employers can try out work abilities of the members through job trial. During the job trial period, the employers will receive a wage subsidy equal to 50% of the actual wage paid to the members with a ceiling of $4,000 a month or the supplement limit of the Social Welfare Department, whichever is the lower, for a maximum period of 6 months;
- The members under job trial should enjoy the status of employees and are entitled to the normal employment benefits as defined under Employment Ordinance, the Minimum Wage Ordinance, etc.; and
- Job trial may be skipped if the participants could secure an employment after the job attachment.
4. Post-placement Service

- No less than 12 months of post-placement service is provided to the members to help them settle in employment.


Target Group
- Persons with disabilities, aged 15 or above, are capable of self-care;
- Persons with disabilities are unable to adjust to the open job market in the absence of employment support; and
- Not receiving service at Sheltered Workshop, Integrated Vocational Rehabilitation Services Centre or Integrated Vocational Training Centre.



Application
Application can be made directly to the service units or referrals can be made by the service units to the Central Referral System for Rehabilitation Services of the Social Welfare Department.

Monday to Friday 9:00am-5:00pm
(except public holidays)
Withdrawal
- The service may be skipped if the members remains to be gainfully employed after the 6 months and has received no less than 12-month post-placement service; or
- If the members have received the service for over 12 months and still cannot secure a job, they must undergo an assessment to confirm that they continue to accept the service or refer to another service; or
- Members and/or their family members can withdraw from the service at any time. Due to the changes of member’spersonal circumstances or needs, and no longer meet the relevant service requirement, the service unit will assist in providing appropriate referrals.
